The International Space Station is now dead. The components that were placed in orbit will slowly decay and fall back into the atmosphere. None of the former NASA centers wants to develop the ISS, and the foreign partners want nothing to do with it now that the NASA money has disapeared. There are many small U.S. companies in the space transportation business, but because the major launch vehicles are of older design, most of the payloads go to foreign countries. Your two choices are:
Restrict U.S. payloads to U.S. launch vehicles,
Utilize foreign launch vehicles when the cost is lower.
