Progress is very slow in expanding the private sector space transportation industry. There is a great deal of resistance among the ranks at NASA who see private enterprise as competition. The science comunity seeks to keep Space free of "Capitalist" contamination. NASA continues to propose new "National Launch Vehicles", which has a chilling effect on private launch vehicle development. Because of the slow progress in developing new launch vehicles there is a backlog of payloads. You have two choices;
Increase the rate at which privitization occurs,
Transfer some backloged payloads to Russian launch vehicles.
